It is with much regret that I make this Report to you. The authority of the Governor of the Colony has been during the past year so frequently set at naught by the Military Authorities, I am compelled at last to place this matter before you.
I am not aware of the circumstances under which I have ordered the instant stoppage of the works in progress on the ground since it is a question that I have to raise.
I am told that the ground was being prepared for certain Troops to be moved from the Harbour, but this is not the intended use.
